How Lincoln arrived at his Emancipation Proclamation

Everyone thought Lincoln would dispose of slavery as soon as he became president but in the first 15 months of the Civil War he demoted 3 generals and fired the Secretary of War for promoting emancipation.  So, what changed his mind on liberating the slaves?   Dan will present The Proclamation that Almost Wasn't.
